Hry govt forms ‘enforcement bureau’ to deal with illegal construction – ET Infra

CHANDIGARH: In a significant development, the Haryana government has established an Enforcement Bureau (Haryana State Enforcement Bureau) to monitor and initiate criminal actions into cases of illegal mining, encroachments on government sites, illegal construction, Motor Vehicles Act challans and illicit liquor trade.

According to information, to start with the move, the state government would be converting all eight police stations set up for the water and electricity theft cases into the enforcement bureau (EB police station). Moreover, 22 such EB stations have been planned across the state. The notification said that the bureau would be headed by a DG or ADGP level officer and would work under the supervision of home department.

A manpower of around 1,050 officers, non gazetted officers (NGOs) rankers and constabulary has been sanctioned for this purpose. This would deal with all the existing cases registered in various police stations across the state.

Notably, Bhiwani, Mahendergarh, Nuh, Panchkula, Yamunanagar districts are the areas infested with incidence of illegal mining. Moreover, land disputes related to encroachment of government land and violation of building bylaws have been reported from across the state.

The Town and Country Planning Department too had been registering cases for violation of sale purchase of land or construction on land falling under controlled areas, without taking the NOC from department.

Such cases had been falling flat in the court of law for the want of appropriate prosecution.

So far as excise cases are concerned, the cops are attached with excise department and cases are tried in the court of excise commissioners as well as the criminal courts.

So is the case of mining cases wherein cases under Mining Act as well as IPC are registered. When contacted, Chitra Sarwara, the vice president of AAP Haryana, apprehended that more than monitoring, such agencies are generally misused to pressurise opposition. “ We welcome the move if it is really for the welfare of people. But, can they assure as this will not be used as a tool as CBI and ED are being misused to harass the opposition parties and their leaders,’’ she said. On the other hand, Aftab Ahmed, the deputy leader of Opposition, said, “Hope this would not impact the law and order situation in the state. As even now, majority of force is standing guard to VIPs, rallies etc,’’ he said.
