Don’t ban non-polluting infrastructure work, say NCR realtors – ET Infra

As worsening air quality bears down on the national capital region (NCR), real estate developers have urged the government to not ban construction-related activities that don’t cause pollution, as they race to deliver housing projects on time.

As per the revised graded response action plan (GRAP) for the NCR, if the air quality turns “severe” (stage III), authorities will have to enforce a ban on construction and demolition activities in the region.

Air quality in northern India turns very poor with the start of winters. As winds drop, air pollutants linger, and the situation worsens with smoke from crop stubble burning in Punjab and Haryana. The government, however, is yet to impose a ban this season.

“Not all the activities at the construction site result in pollution, and the government should identify these activities and allow some work at the site,” said Harsh V Bansal, convenor, CII Delhi Sub-committee on Real Estate, Urban Development and Infrastructure. “This way, we can keep the work on and ensure that project is delivered on time.”

Last year, the Real Estate Regulatory Authority of Delhi had written to the chairperson of the Commission for Air Quality Management (CAQM), urging the authorities to not ban construction of RERA-registered projects as it would impact delivery to homebuyers.

The Confederation of Real Estate Developers’ Associations of India (CREDAI)-NCR has also said that developers who have taken measures to reduce pollution at the construction site should be allowed to carry on work.

“A ban of three days results in delay of over a month, and getting workers back to the site becomes a difficult task,” said Manoj Gaur, chairman, CREDAI national and CMD, Gaurs Group. “We have issued the advisory to the member developers to follow the guidelines of the government. At the same time, we have requested for exemption for those who are following all guidelines.”
